About CESO

Long time professional labor advocate, Mr. Harold Ammond formed the concept of CESO in 1967. Mr. Ammond had already served the labor world for several years when he went on to serve for many years as the president of the Association of Scientists and Professional Engineering Personnel (ASPEP) who worked for the RCA Corporation at the time.

In 1967, ASPEP had its third strike against RCA and Harold became aware that there was a lack of information on the problems facing professional unions. Harold traveled the nation to visit similar unions to communicate over the common problems and issues that vexed professional unions. In 1968, union leaders met in Florida and they established the Council of Engineers and Scientists Organization (CESO) as a loose federation of independent unions. The first CESO meeting was held in San Francisco in March 1969. CESO was established as a non-profit, mutual benefit association in California in 1970.

Purpose

The Council of Engineers & Scientists Organizations (CESO) is an organization of member unions which represent employees in professional and technical fields. CESO's purpose is to be an effective advocate for issues affecting the engineering and scientific communities, and to serve as a forum for unions representing professional & technical employees.

Goals

  1. To act as an advocate in Washington, D.C. for issues affecting engineering, scientific, technical, administrative & other professional employees.
  2. Exchange data and other information among the member unions.
  3. Recruit additional member unions.
  4. Encourage unionization of professional & technical employees.
  5. Build coalitions with other groups and advocate for common issues.

Aerospace Professional Staff Association (APSA)

Since 1974, APSA has represented the non-supervisory members of the technical staff at the Aerospace Corporation.  APSA is the national organization of the employees of The Aerospace Corporation, representing approximately 1,600 engineers and scientists in 11 states at 20 locations.

Association of Scientists and Professional Engineering Personnel (ASPEP)

ASPEP represents employees of Lockheed Martin and L-3 Communication Systems scientists and engineers in the Camden, Cherry Hill and Moorestown, New Jersey area.  ASPEP is a founding member of CESO dating back to 1969.

National Air Traffic Controllers Association (NATCA), AFL-CIO

NATCA represents about 1,300 national airspace system engineers and aerospace engineers who work for the United States Federal Aviation Administration (FAA).  The first engineering unit certified with NATCA in November 1997.  NATCA represents about 20,000 FAA workers.  NATCA Region 10 specifically represents all NATCA bargaining unit positions that do not control or otherwise separate aircraft.

University Professional & Technical Employees (UPTE) Union, CWA Local 9119, AFL-CIO

University Professional and Technical Employees, CWA 9119, is the union of technical and professional employees at the University of California. UPTE represents more than 12,000 University of California (UC) employees including scientists, engineers and valued workers at Lawrence Berkeley National Laboratory, Lawrence Livermore National Laboratory, and Los Alamos National Laboratory. Specifically, UPTE embodies the Society of Professional Scientists and Engineers (SPSE) at Lawrence Livermore Laboratory.

UPTE was founded in 1990 by a group of employees who believed that UC workers would benefit by having a union to safeguard and expand their rights in the workplace. There are UPTE locals at all campuses and medical centers of the University of California. In 1993, UPTE members voted to affiliate with the Communications Workers of America (CWA), a 700,000 member union in the AFL-CIO, in order to better organize and represent UC workers.
